About Us

Established in 1974, the East Tennessee Human Resource Agency (ETHRA) is a premier, non-profit service agency offering programs and services to people of all ages and backgrounds throughout the the 16 county region known as East Tennessee. ETHRA’s wide-ranging service to the community includes programs that assist senior citizens living at home, disabled people who need transportation to work or the doctor’s office, and programs to provide summer lunches for teenagers in low-income families, and much, much more.


A Message from the Director

The complexity of ETHRA is often difficult to comprehend and represents different things to different people, at different points in their lives.

If you are a senior citizen or a caretaker of a senior, ETHRA is the Area Agency on Aging and Disability, and a place you might call to identify a lifeline or service to help an individual continue to live in their own home. If you do not have a car or can no longer drive, ETHRA is represented in the van driver who thoughtfully helps their customers go to the doctor or even grocery shop. If you are a teenager you might think of ETHRA as the group who partners with your local recreation center and provides lunch in the summer for low income areas. If you represent county and city governments, ETHRA might be the group you know as providing correctional and probation supervision that allows you to control your jail population and costs with alternative sentencing programs. To state government, ETHRA is an arm that connects with Departments of Human Services, Probation and Parole, Children’s Services, Transportation, Agriculture, Workforce and Labor, etc. and provides regional delivery of services for the people of Tennessee. To civic minded, caring individuals or companies, ETHRA is a non-profit agency providing a helping hand throughout the region.

Customers include elected officials, local and state governments, community and business leaders, program recipients, and employees. ETHRA is committed to an unwaivering promise of quality, with each team member being an equal contributor for success.

Consistent development and delivery of social service and economic related programs with dedicated, caring employees has been ETHRA's mission since the Agency was established in 1974. This regional delivery system was designed to operate in partnership with the Tennessee General Assembly and local officials in the 16 county region known as East Tennessee.

ETHRA has matured into a multi-dimensional Agency with a wide range of services that utilize funds from federal, state and local sources. Still other programs are self-supporting utilizing customer fees. Programs are designed to meet the needs of this region and implemented to provide families and individuals with opportunities to succeed.

ETHRA is about real people… people from all corners of our communities and from all walks of life… people who need help and those who give it… people who care and share and give back to their community… people who work hand in hand with friends and neighbors.
